The author’s description of locavorism presents a setting of the story that is essential in understanding the writer’s view with regards to the movement.
Even though, he goes ahead and lists reasons why the locavore movement has not caught on yet, he provides subtle hints that he is for the idea. One feature of a good essay is that it should present a logical flow of ideas, especially from one paragraph to the next.
