The case of Jaycee Dugard being held captive for 18 years by a man who was under the supervision of the rehabilitation center and on probation still found a way to keep her hid. After doing some research, I was able to find that the main reason as to why she was not discovered sooner is that the ones that would go to his home to check up on him did not do their job very well. As stated in the PDF file that was in the main discussion board, which stated that the staff of the rehab center was under trained and that their ability to not act accordingly is why Jaycee was not discovered much sooner (Special reports PDF).
Due to the actions of the correctional system the impact at which they had on Jaycee Dugard is bad. For one, the fact that there was a record of 60 visits made to the home during the 18 years she was held captive and she was not discovered was most likely the biggest reason that the correctional system has had a bad influence toward her. Another reason the correction system had a negative impact is that because he was released after 11 years served he was then released and put on parole, and rehabilitation and that during this he was still able to get away with kidnapping and rape against Jaycee for 18 years.
Things that could have been done by the correctional system to act. First, would be that the staff would need better training because as stated earlier the biggest reason why she was never discovered is because of the training of the staff at which visited his home. The next thing that could have been done differently is that he could have been put under electronic monitoring that would have allowed for better monitoring of Garrido. The why parole officers could have made this more positive is by using electronic monitoring, and secondly the job of the staff who had been to Garrido’s home should have done a better job.

For Jaycee Dugard, community corrections had a negative effect on her life. Due to inadequate supervision and monitoring, she was kidnapped and held captive for 18 years by a known and previously convicted sex offender. Due to inadequate supervision and Garrido not being labeled a high risk offener, she was not discovered sooner, and in my opinion, based on the statements in the PDF, she was only discovered because the lady at the parking permit office found Garrido’s behavior to be suspicious and asked him to come back thus alerting the police.
Cases like this one can make the public hesitant to use community correction methods. The public can use this as an example of what happens when a parolee is not adequately supervised. In the report, it mentioned several times that the department failed to supervise Garrido properly (Garrido PDF). Garrido was inadequately supervised from the beginning of his parole period and continued to last for ten years (Garrido PDF). Parole officer could have had a more positive influence on this case by conducting more home visits, drug testing, etc. Also placing Garrido on GPS monitoring rather than a passive system would have alerted the parole office that he was not adhering to the terms of his parole (Garrido PDF). Additionally, parole officer on this case should have had better training as there training according to the PDF seems to be inadequate.

In June 1991, 11-year old Jaycee Dugard was kidnapped near her home in Lake Tahoe, California, by convicted rapist Phillip Garrido, and his wife, Linda. Jaycee was repeatedly raped by Phillip Garrido and held captive for 18 years, giving birth to two children during her ordeal. Jaycee finally escaped in August 2009.
